the Nasga rules for sheaf state "The sheaf will be a burlap or plastic bag filled with a suitable material such as straw, mulch, or rope."
so would using something else to fill it with be a problem for people. looking for something that stays inside better. also wondering if I used a sheaf with a different stuffing material in a games if people would have issues. the sheaf would still be covered in burlap. I know some people have added lead shot to sheafs and I have never heard any complaints about it.

Would be up to the games AD not NASGA(nasga is not a governing or sanctioning body). If I was the AD and it was a legit weight no probs. Ask the AD

I am the AD for the games. I just don't want to use something different and have somebody complain about it. I know NASGA is not a governing body but enough people live by those rules.

You're the AD do what you want/if athletes don't like it then they have a choice deal with it or don't do your games. As long as it's safe,do whatever you choose. Been to tons of games where the AD did things their way

There's been plenty of people who stuff the bag with odds and ends.  The smaller you make the bag (and keep the weight), the less drag and the higher it will go.

I threw such a bag last year in Sacramento.  Roger Saunders made it and it was a prototype.  It was small for a 20# bag.

Jasen vonGuinness has also done similar things with a 16# bag (stuffed weights into a women's sheaf to make it heavier).

Do what you like, but warn your competitors that other bags they encounter may not fly as high!  lol.

If you can make a better sheaf that is more compact and flies higher, while still weighing in, then absolutely do it. 

Your athletes will thank you.
